Department for spatial planning operates at two separate locations: within the City Administration – in Vuk Karadzic St. no. 2 and in the Centre for Licenses in entrepreneurship and Construction, in Vuk Karadzic St. no 3.

Department comprises three sections:

– Section for urban development and spatial planning
– Section for development of city’s construction land
– Section for property and legal affairs

Department is competent to:

-The department holds the responsibility for preparation of planning drafts  (provides guidance for planning, monitors the work assigned to planning work group, appoints the planning council, if   necessary; organizes public review and public debate, proposes draft decisions related to procedures in passing spatial planning documents.

– Keeps track of the situation in the area and implementation of spatial planning documents

– Develops Department’s work program;

-Proposes the development program of the city construction land and capital investment plan to the City Assembly;

-Prepares tender documents related to Department’s work scope

– Issues location requirements
– Issues decision on establishing public land development and rent fee
– Issues building permits
– Stakes out buildings in accordance with law
– Controls foundation excavations in accordance with issued building permits
– Issues use permits
– Applies regulations in the area of ​​property and legal affairs (cooperates with the Public Attorney’s office of Republic of Srpska (seat of deputy – Trebinje) in proceedings before the Republic Administration for Geodetic and Property Affairs, which are related to expropriation, transfer of ownership rights related to construction land and public utility infrastructure to the City, regular use of real estate and other procedures related to the regulation of property and legal affairs).
– Adherent to operative regulations, participates in the real estate public tendering
– Provides information about the land ownership structure within the scope of spatial planning domain, which is adopted by the City Assembly
– Cooperates with other agencies and departments in the City Administration

The Centre for Licenses in Entrepreneurship and Construction provides:

– forms related to procedures of the Department for Spatial Planning
– guide through procedures of the Department for Spatial Planning
– information and directions for submission of necessary documents
– document of location requirements, building and use permits
– possibility to carry out inspection of planning documents
– possibility to carry out  inspection of the List of all individuals and legal entities chosen for technical inspection
– information on legal regulations in the construction field
– other information related to the Department’s scope of work
